At the start of the meeting Subcouncil 3 chair Phindile Maxiti asked councillors to observe a minute of silence for two councillors who passed away in December and January.

Helen Carstens, former Ward 5 councillor, passed away on 16 December. News of her death was shared by several community groups, including the Bothasig Residents Association who offered their deepest and heartfelt condolences to the family and friends of Carstens. “Helen touched the hearts and lives of so many of the residents of Ward 5 and we are saddened by her passing. She will truly be missed,” the group wrote on their social media page.

The Edgemead Neighbourhood Watch (ENW) also shared their condolences. “Helen was an ardent supporter of ENW, and the committee and members of ENW offer our sincere condolences to Helen’s family and friends,” the media liaison, Mark Richards, wrote.

The Bothasig Neighbourhood Watch also extended their condolences to the family, friends, and loved ones of Carstens. A white light memorial patrol was held in honour of Carstens through the ward on Tuesday 19 December.

Bongeka Bidi, a City of Cape Town official, was gunned down in Strand on Monday 8 January. Bidi was sitting in her vehicle in front of the municipal offices in Strand when she was gunned down. Two suspects have been arrested in connection with the murder.

The Subcouncil meeting however continued on a lighter note when certificates of recognition and appreciation were handed out to officials from the City to thank and honour them for their unwavering commitment, dedication, and excellent service delivery towards the community.

The certificates were bestowed on them on behalf of the City of Cape Town and Subcouncil 3. The officials were nominated by ward councillors.

While delivering his chair’s report, Maxiti welcomed back the councillors to the first meeting for 2024. “I trust you had a safe and relaxing festive season and hope you are excited about the new year,” he said.

He thanked the Subcouncil staff and officials who did not take leave and who worked throughout the festive period. Being halfway through the financial year, Maxiti requested councillors to follow up with project managers to ensure the projects in their respective wards are completed on time. He also wished councillors well in the election year ahead.

The meeting was held at the Subcouncil 3 Chambers at the Milnerton Municipal Offices in Royal Ascot in Milnerton.
