• The City of Cape Town is considering reducing the number of subcouncils from 21 to 20.
  • Proposed boundary changes include moving Kuils River and Macassar wards to different subcouncils.
  • Public comments on these changes were collected until July 30, with a final decision expected on August 22.

The City of Cape Town is looking at reducing the number of subcouncils from 21 to 20 in the City’s area of jurisdiction. New subcouncil boundaries are also considered.

According to the proposed changes, Kuils River (Wards 11, 14, and 19) currently part of Subcouncil 21, will be in Subcouncil 14 – along with Wards 16, 17 and 108 as before.

Ward 109 (Macassar), currently grouped within Subcouncil 21, will make way for Ward 114 (Blue Downs, Mfuleni) within the new Subcouncil 14.

The parts of Kuils River (Soneike, Haasendal) currently in Ward 8 (under Subcouncil 2) will remain as is.

According to Council the considerations for the changes are to:
  • Create greater synergy in service delivery by aligning subcouncil boundaries with line departments’ service delivery areas as far as possible;
  • streamline subcouncil boundaries by reducing the number of subcouncils to 20;
  • effecting fiscal prudence and contributing to budget austerity measures by reducing the number of subcouncils.

Council speaker Felicity Purchase said the decision to review subcouncil boundaries is because of ongoing budget cuts from national government.

A multi-party committee representing all the parties in Council met to provide input and proposals on new subcouncil boundaries.

“At the Council meeting held on 12 June, Council decided to approve this proposal as submitted by the multi-party committee and thereafter advertise it to the broader community of Cape Town for comment.

“Once we have received public input, we will then submit these comments to the multi-party committee for consideration. The committee will then make a final recommendation to Council,” said the City’s Mayco member for corporate services, Theresa Uys.

The public comment period closed yesterday (30 July). Council will decide on the proposed new subcouncil boundaries at the council meeting scheduled for 22 August.
